Handicapped Parking in Tel Aviv

Summary of Article: A woman parked her car in a regular, legal parking spot in the morning. After work, she found that city workers in Tel Aviv had painted a handicap space around her car and towed it. On top of that, they charged her a fee for the towing and for parking in a handicap spot.
